Biography

Javier Solana: one of EU’s most prominent figures in the last decade, the former High Representative for Common Foreign and Security Policy was also an important player on the Spanish political scene. Doctor in physics, Javier Solana turned away from science towards politics and climbed the Spanish political ladder from member of the Parliament in 1977 to Cabinet Minister starting with December 1982. In the 90s his career turned international when he was appointed Secretary General of NATO. Subsequently he was named Secretary General of the Council of the EU, function that was be merged with the position of High Representative, in the pursuit to give the EU a face. Solana is acknowledged for his diplomatic and efficient methods of negotiation and for his abilities to build consensus.
